The Organ for Certification of Fertilizers, Pesticides, and Chemical Plant Protection Products under the Institute of Plant Substances Chemistry of the Academy of Sciences of the Republic of Uzbekistan was established in 1999 and is accredited in accordance with the requirements of the international standard O'zDSt ISO/IEC 17065:2015. In its structure, there is an accredited testing laboratory that meets the requirements of the international standard UzDSt ISO/IEC 17025:2019.
The main activity is aimed at certification and conformity assessment of products, ensuring their quality, safety, and compliance with national and international standards.
Mission and goals
The mission of the certification body is to ensure a high level of quality and safety of fertilizers, pesticides, and chemical plant protection products, as well as to promote the sustainable development of agriculture.
Main objectives of the activity:
• conducting an objective and independent assessment of the product's compliance with the requirements of standards;
• increasing confidence in domestic and imported products;
• protection of the interests of the state, producers and consumers;
• Implementation of international principles and certification practices to enhance product competitiveness.
The Certification Body for Fertilizers, Pesticides and Plant Protection Products (OS UPSHZR) and the Testing Center (TC) under the OS UPSHZR were organized in 2000-2021. under the guidance of Ph.D. Barat Abdubakievich Urakov.

Since 2021, the head of the Certification Center is Allayor Ziyodovich Karimov.
The goals and objectives of the activities of the OS UPSHZR are:
– control and assessment of the quality of mineral, organic, organo-mineral fertilizers and raw materials, as well as pesticides, veterinary drugs, products from plant raw materials to ensure life safety, protect human health and the environment;
– creating conditions for the participation of domestic and joint ventures, entrepreneurs in international economic, scientific and technical cooperation and international trade;
– protection of consumers from dishonesty of the manufacturer or seller;
– confirmation of product quality indicators declared by the manufacturer (seller).
OS UPSHZR and IC:
– conduct product testing in accordance with the assigned scope of accreditation;
– organize and conduct tests at the request of the manufacturer and administrative authorities, and, if necessary, organize and conduct arbitration tests;
– issue certificates of conformity in accordance with the requirements of state, interstate, international standards, as well as other regulatory documents.
To fulfill the assigned tasks, the OS UPSHZR and IC have the appropriate regulatory and material and technical bases.
The regulatory framework of the IC includes:
– standards and technical specifications regulating the requirements for the products being tested and their testing methods;
– documents on the operation of measuring instruments and laboratory equipment;
– documentation defining the system for storing information about test results, protocols, work logs, reports.
The IC has the material and technical base necessary for testing, ensuring personnel safety and environmental protection.
