Certification rules are defined in certification schemes that contain product requirements. The complexity of the scheme, determined by the object of inspection, depends on the hazard level of the product.
The certification scheme is selected by the certification body taking into account the applicant's proposals, the volume and timing of deliveries, testing methods, production features and the risk of disruption to its stability, as well as the potential danger of this product to consumers.
The certification body for fertilizers, pesticides and plant protection products operates according to the following schemes №. 3, №. 7 according to RCM Uz-318, №. 1C, №. 2C, №. 3C, according to RCM Uz-502, appendix-2 (https://lex.uz/docs/337775, https://lex.uz/docs/7080176)
Product certification is carried out by an accredited product certification body within the scope of accreditation.
The product certification procedure includes the following sequential procedures:
- submitting an application for certification to the certification body via the electronic system https://singlewindow.uz and its review;
- analysis of the regulatory document for the declared product and other documents submitted with the application;
- study and verification of compliance with intellectual property rights (trademarks, service marks, appellations of origin, geographical indications and industrial designs) (hereinafter referred to as IPR);
- making a decision on the application;
- preparation and approval of the test program;
- identification, selection and delivery of samples to the laboratory;
- testing of samples in an accredited laboratory;
- inspection of the state of production;
- quality management system certification;
- management system assessment;
- acceptance of an application for a certificate of conformity;
- analysis of the obtained results and making a decision on issuing or refusing to issue a certificate of conformity;
- issuance of a certificate of conformity or a reasoned refusal to issue it;
- electronic registration of certificates of conformity in the State Register.
The certificate of conformity for products is issued using a single electronic form. Based on the issued certificate of conformity, taking into account the established certification scheme, an agreement is concluded to grant the applicant the right to apply the certificate of conformity and use the conformity mark. This agreement specifies the methods for marking certified products with a conformity mark, the conditions for inspection control, and the terms for paying a fixed one-time fee.
